Traffic Stop Leads to Major Drug Seizure on Route 15 in Frederick County

FOR IMMEDIATE RELEASE
FREDERICK, Md. (April 25, 2025)— On April 25, 2025, at approximately 1:23 a.m., deputies with the Frederick County Sheriff’s Office (FCSO) conducted a traffic stop on Route 15 near the Interstate 70 interchange that resulted in the seizure of a significant quantity of illegal narcotics.
Deputies were on routine patrol traveling northbound on Route 15 when they observed a white BMW X7 traveling at a high speed. Deputies initiated a traffic stop and made contact with the driver, identified as Xerxus Rashad Belvin, 46, of North Carolina. While one deputy returned to the patrol car to conduct routine checks, a second deputy observed Belvin attempting to conceal a large square-shaped object, wrapped in tape, under the driver’s seat. Deputies then searched the vehicle and discovered a large quantity of heroin and cocaine.
“This major seizure of heroin and crack cocaine was a great example of proactive patrol work by the deputies, strong situational awareness during the traffic stop, and keen observation of the driver throughout,” said Sheriff Jenkins. “This was textbook patrol work—from initiating the stop for the speed violation to locating the drugs inside the vehicle.
“My message to anyone thinking of moving illegal drugs into or through Frederick County: don’t. My deputies are still proactively doing their jobs, and they’re very good at what they do. If you’re trafficking this poison, I strongly suggest you take another route.”
Belvin was taken into custody and transported to the Frederick County Adult Detention Center for processing.
A search of the vehicle revealed the following:
- Two red square packages of suspected heroin, weighing approximately 598.5 grams and 599.0 grams, totaling nearly one kilogram.
- One large 5-gallon Ziploc bag containing three separate bags of baseball-sized white rocks of suspected crack cocaine, with a total weight of approximately 519 grams.
- $3,818.00 in U.S. currency.
Belvin is charged with the following:
-(2) Counts CR 5-601 (a)(1) CDS: POSSESS-NOT CANNABIS
...did possess a controlled dangerous substance of schedule II, to wit: Heroin.
...did possess a controlled dangerous substance of schedule II, to wit: Crack Cocaine.
-(2) Counts CR 5-614 CDS: IMPORT INTO STATE
...did unlawfully bring into this State at least 28 grams of cocaine, a controlled dangerous substance of Schedule II.
-(2) Counts CR 5-612 CDS POSSESS - LG AMT
...did unlawfully possess a controlled dangerous substance of Schedule II, to wit: Heroin, in the amount of 1,197.5 grams.
-Numerous traffic-related charges.
